He looks like a harmless old grandpa. He is useful in that role.

It helps downplay the fact that his masters are tearing the USA apart one day at a time, EO’s, bills, and behind closed doors partnerships with corporations and “other” entities.

If it had been a threatening type like Kamala, Booker, Bernie, et al there’d be much more commotion and concern. IMO the plan is for him to push thru all of this, then Kamala will take over and enforce the new laws ruthlessly.
